Bases of the theory of interchangeability of satellite and in situ information in ecological-meliorative monitoring

Relevance of the research is to improve environmental and reclamation monitoring (EMM) by using indirect methods of assessments which involve different types of information, including satellite. Terrestrial and satellite information needs an optimal level of regulation. The purpose of research is to develop theoretical basics of the interchangeability of satellite and in situ information. For the formation of the theory, a hypothetical-deductive model, which is commonly accepted today, is taken. The model has two levels: empirical and theoretical. At the empirical level, the facts of the informational interchange of satellite and in situ information in the EAM for period 2000-2010, have been analyzed. Such facts have not been revealed. During the years 2010-2018 for the evaluation of the ecological state of reclaimed lands of Forest Steppe and Steppe zones of Ukraine used satellite information.
At the theoretical level, the hypothesis is put forward, the search for an explanatory scheme of facts and problems, the formation of the theory is performed. It has been established that the theory of interchangeability developed on the theoretical level meets all the functions of a hypothetical-deductive model: synthetic, explanatory, methodological, predictive, practical. Equal is the assertion of the existence of full and partial interchangeability, parametric and nonparametric interchangeability. In nonparametric interchange, empirical indicators are evaluative, in particular - spectral indices. In parametric evaluates the biophysical indicators with parameters.
To compare indicators, they were generalized with the help of the developed software. Testing of the program was carried out on the explored territories of the Kakhovka, Pivnichno-Rohachytsʹkoyi irrigation systems, and areas of the Northern-Crimean Canal. The coefficient KVZ = 0,875 is calculated. This means incomplete nonparametric interchangeability of satellite and in situ information in the assessment of the ecological state of the territories.
It is proved that the level of interchangeability of satellite and terrestrial information determines the coefficient of interchange, which should be less than or equal to 1. If the coefficient is greater than 1, then the system is completely interchangeable and represents an entirely different system of evaluation.
The developed theory is aimed at achieving of the optimal level of information ordering and complements the most used in the system of "agriculture" theories: theory of complex systems, economical (scenarious), theory of multicriteria optimization.
