FEATURES OF STRATEGIC PLANNING’S IMPLEMENTATION OF REGION’S DEVELOPMENT AT MODERN STAGE

Abstract

The Article deals with areas of regional strategic planning. The purpose of the article is to analyze the characteristics and problems of implementation of the strategic development of the regions planvannya Ukraine today. The development of socio-economic development of the region prior strategic planning. Given the significant differentiation of regions of Ukraine, each of them must be developed in the strategic plan and strategy. Strategic planning of regional development in Ukraine occurs  slowly, in addition there is a problem of low efficiency of the implementation of programs of social and economic development. So important task is the acceleration and intensification of strategic planning of socio-economic development in Ukraine, and this requires a clear understanding of the priorities for regional development.

The basis of the legal provision of strategic planning of socio-economic development of the region are the Constitution of Ukraine, Laws of Ukraine: "On local government in Ukraine"; "On local state administrations", "On the General Scheme of Planning in Ukraine", "On the promotion of regional development", "On State program of economic and social development of Ukraine for 2010", Budget Code, the Tax Code of Ukraine, the CMU. Principles of regional policy goals and strategic objectives of regional policy until 2015, mechanism and implementation phases of the Strategy, expected results, organization monitoring and evaluation of the Strategy implementation are reflected in the "National Strategy for Regional Development until 2015".

The objective and the main priorities of regional development at present is to overcome the crisis in the socio-economic sphere, accelerating the pace of economic recovery, based on activation of innovation and investment processes, which in turn will increase the national and international competitiveness of the region;  raising the standard of living, development of human potential. To achieve the objectives requires a corresponding strategy of socio-economic development, the development and implementation mechanism which provides strategic planning, efficiency is ensured by such elements as informational, organizational, institutional, regulatory, scientific and methodological support.
