Financing of antiepizootic measures in the EU countries. Opportunities for Ukraine

The funding mechanism and efficiency of disease control measures in Ukraine over the past five years and the system of public and private financing of antiepizootic measures, compensation of epizootic consequences to owners of animals in the European Union are analyzed in the article.
Funding of antiepizootic measures is carried out both in the form of direct financing, and through the centralized supply of veterinary and immunobiological drugs. The State Service of Ukraine for Food Safety and Consumer Protection is responsible for the management of the state budget.
Three components are needed for complete implementation of antiepizootic measures in Ukraine: highly qualified veterinary specialists, legislative framework and proper funding. It should be noted that in recent years, under-funding of antiepizootic measures has been systematic, which has prevented the competent authority from fulfilling its functions under the plan of antiepizootic measures, and as a result, we received a tense epizootic situation in the country for some diseases. Some of them appeared in our country for the first time, but quickly spread to the entire territory (African swine fever), the rest is a long-known disease for us, but the low level of funding of antiepizootic measures has increased the number of outbreaks of these diseases.
Funding of antiepizootic measures in Ukraine has been increased by nearly 10 times over the past three years. This indicates that the country has an understanding of the problem and potential threats from underfinancing of animal disease control measures. But analysis of the data on the ratio of budget expenditures to the implementation of antiepizootic measures with the cost of Ukrainian livestock products at market prices indicates that the amount of financing was only 0.06%, in the EU countries this figure is on average 0.74%.
The article proposes changes to the system of antiepizootic measures financing and compensation of losses to animal owners to ensure the epizootic well-being of Ukraine, taking into account the experience of European countries, in particular Germany, Poland and the Netherlands, where the financial burden is evenly distributed between the state and owners of animals, which provides better quality and complete implementation of antiepizootic measures.
