Fundamental improvement tools of game management system in Ukraine’s cultivated lands

Game management is defined as a system of scientifically based measures oriented to protection, reproduction and sustainable use of game resources for the purposes of maximum production quantities obtaining with minimal impact on wildlife and its living environment. Due to continuing increase of anthropogenic pressure on zoological complexes management measures should provide optimal environmental conditions creation and maintenance, under which sustainable biological productivity of certain populations will be ensured for a long time.
Cultivated lands make up 69.7% in the structure of specific game management areas of Ukraine. Revenues from implementation permits to special use of field game are budget-forming for the branch. For example only sales revenue of shooting cards for gray hare is 45% and it is more from the financial revenues to hunting sector for the year. At the same time, branch management payback since independence in general did not exceed 55%, and last year was only 46.7%. There are several reasons for this, which can be considered in three basic areas: socio-economic, institutional, legal, and environmental.
Unfortunately negative consequences for the industry functioning due to the influence of the reviewed above social phenomenon cannot be eliminated autonomously from the whole global problems complex in the socio-economic sphere of the economic system of our state, which, as a rule, are interconnected and complementary. At the same time institutional-legal and environmental-economic quests of game management are autonomous and highly specialized, which allows to carry out their improvement at the local (sectoral) level with different success.
According to the conducted analysis report fundamental institutional, legal and ecological-economic bases of state tools rationalization of game management on native cultivated lands have been identified. They should provide the following aspects. Institutional – the Ministry of Agrarian Policy of Ukraine determination as a central executive body that forms and simultaneously implements the state policy in the field of game management, rebuilding of the state training system of higher education professionals and scientific personnel of the highest qualification with specialty «Game management», establishing of a specialized state research institution to provide the branch with high-quality scientific support.
Legislative – balancing of farm lands users’ economic and legal relations, obligations of main users or land owners to maintain seasonal ecological capacity of agrocenoses. Regulatory – working out of regulatory acts on safety field fauna in the process of agricultural activities, ecologization of the current Procedure for the territories determining and game animals reproduction, improvement of organizational and control basis for issuing permits for the unlicensed game species special use.
Summarizing the results obtained, we can state the following: inadequate protection and destruction of natural existence centers and periodic destruction of agrogenic brood habit areas in anthropogenic ecosystems, ecologically unjustified primitivization of arable lands phytocenotic structure, low zoo-sozological agricultural production standards, inadequate to state regulatory activities in the areas of wildlife objects conservation and rational use and improper control of current legislation observance by legal subjects, subsidized mechanisms deficiency to stimulate agricultural lands users to related protection and game resources reproduction are fundamental causes of a negative situation without elimination of which it is impossible a priori to achieve sustainable development of game management in cultivated lands of Ukraine.
