Temporary self-directed target teams as a satisfactory self-governing re-source of higher education institutions

The introduction of democratic procedures into educational process of the institutions of higher education reveals the need to intensify the processes of self-government and autonomy of these institutions. Accordingly, it is necessary to realize the synergetic aspect of management of educational institutions on the basis of temporary self-directed target teams, the use of which corresponds to cybernetic-synergetic aspects of managing the systems of different nature – from artificial (technical, technological, social) to organic ones. The introduction of temporary self-directed target teams also corresponds to the general principle of effective management of social systems, consisting in the fact that the management process is the most dynamic and flexible element of the system and reveals the cooperative effect of the interaction of a large number of system elements: since any sufficiently complex system functions in the context the interaction of its elements (which implies both their structural hierarchy, and the mutual reflection and holographic effect), then every element of the system that is located in connection with other its elements, carries with itself a degree of completeness of the qualitative content of all its constituents. The conducted analysis enables to draw conclusions about the feasibility and the prospects of introducing into the process of management of educational institutions temporary self-directed target teams, the structure and activities of which correspond to the synergetic aspects of management of systems of different nature/ The prospect of the study may lies in conducting a pedagogical experiment in the field of activity of separate departments of the institutions of higher education, as well as in the framework of the whole institutions.References
