THE FORMATION OF THE SYSTEM OF LOCAL GOVERNMENT AND SELF-GOVERNMENT IN KAZAKHSTAN IN XX-XXI CENTURIES

The beginning of XX century was marked in the history of state and law of the Republic of Kazakhstan as well-established development in the system of local government and local self-government. And all reforms of public administration of the Russian Empire contributed to these processes. All traditional rights of sovereign state formations of Central and Middle Asia were prohibited by the legislation of the Russian Empire during the second half of the XIX century. For many previous centuries local governance of Kazakhstan has always had a centralized system, but it was balanced by more broad powers in self-governance.

But during the XX-XXI centuries the local governance of Kazakhstan was formed and built on other principles. During the formation of Soviet state on the territories of Kazakhstan, the local government has been identified by several national autonomies in the one of the leading state association - Russian Soviet Federative socialist Republic. After that Kazakhstan became equal subject in the Union of Soviet and Socialist Republics. In the late of XX century it gave the opportunity to approve an independent state - the Kazakhstan Republic with own system of central government, system of local government and self-government. The Soviet period in the history of the state of Kazakhstan had an important feature. Centralized system of local government was accompanied by the same centralized system of Communist party.

The principle of centralization in local and central governance of Kazakhstan has passed in the post-Soviet Kazakhstan's statehood development in XX-XXI centuries. And modern Kazakhstan society recognizes the centralization in local government as a restored national tradition the new state device.

That’s why the study of the system of  local government and self-government of Kazakhstan Republic in XX-XXI centuries is a logical necessity to find a balance in the powers of  local authorities and bodies of local self-governance in a centralized traditional political system.

The article considers the formation and development of of local government and self-government system in Kazakhstan Republic in XX-XXI centuries. The article examines the formation, development and implementation powers of local communities and local authorities on the territories of modern Kazakhstan’s statehood in this period. This publication explores changes in state administrative structure and local government system in post-Soviet and Soviet period, as well as latest period of national development of Kazakhstan Republic. The article analyzes historical influences of centralized state system on the self-government and local government system in XX-XXI centuries. It formed basic law in self-government and local government system of Kazakhstan today.
