Abstract
PROCESS OF COMBINNING COMMUNITIES: FEATURES OF THE REFORM IN THE CAPITALS REGION.

Abstract. n the article the considered questions of the relevant constitutional and legislative base for the effective implementation of the reform, which provides for alteration of the administrative-territorial structure of Ukraine. An overall content analysis of the legislation that guided the community in the process of their enterprises, as well as financial, property, and budgetary matters that bind future relationship established communities, local authorities and the relevant local authorities at the highest level. In the article also attention is paid to research trends and peculiarities of the processes of unification territorialnie communities pristalica the region, and also prospects of reforming of local government in different parts of the radar location of administrative-territorial units of the Kiev region today.
