Legal regulation of the moratorium on operations with agricultural land

The article deals with the problem of the moratorium on transactions with agricultural land in Ukraine, definesthe legal arrangement of other European states regarding the moratorium question in Ukraine.
It is well-known, that the majority of lands of different categories are used as a spatial and territorial basis for the facilities placement (such as settlements, industrial enterprises, transport and engineering infrastructure objects, etc.). At the same time, agricultural lands are the main means of production in agriculture (e.g. production of food, feed for animals and raw materials for related industries). Above-mentioned is the main feature of agricultural lands category, as determined by the results of the study.The four exceptions that allow alienation and change the land plots purpose are pointed out. Examples of European states, where the transparent agricultural land market successfully operates, are presented (Germany, France, Poland, Denmark).
