JUSTIFICATION OF THE STRUCTURE AND OBJECTIVES OF DECISION SUPPORT OBOSCHЁNNOY EVALUATION OF PROMISING INNOVATIVE TECHNOLOGIES

The purpose of research – to justify the creation of DSS investments in the innovation with the ability to generalization of expert opinions using the mathematical apparatus of artificial intelligence systems.

Materials and methods of research.In the industrial sector Pinsk employs more than 100 legal entities in the retail trade - more than 200, in consumer services - more than 30, in the building – about 100 public catering - 31. In the region on the basis of "Polessky State University" functioning Ltd. "Technology park" Polesie ", which creates an environment conducive to the organization and development of innovative enterprises.

The system estimates the cost-effectiveness of technologies Ltd. "Technopark" Polesie "can be divided into two groups, the effectiveness of methods of the analysis of investments, one of which is based on discounted (provisional) assessment and the other - on the simple (accounting) estimates.

However, taking into account multi-directional proposed technopark innovative solutions used in practice several methods for assessing the effectiveness due to the fact that the results obtained using different methods, can be controversial.

Therefore, the scientific and practical interest is the development of information-analytical method of decision-making with respect to the prospects of innovative technologies provided that solved the problem: on the basis of accounting and the processing results of the analysis of different systems of innovative projects efficiency assessment; regional localization development.

Developed a decision support system is conceptually works as follows:

1. Manufactured according to the calculation of the economic attractiveness of classical systems evaluations. The greater the amount of criterions is used, the better for the adequacy of the final output.

2. The system introduced peer review the feasibility of specific projects in the region: the introduction of administrative difficulties, the demand and so on.

3. The conclusion about the prospects of the implementation of a specific innovation project (for example, on a scale of 1 ... 100 %).

System synthesis algorithm is as follows:

1. Selection of real innovative projects and the formation of a set of training data (values of criterions and peer reviews).

2. Appropriate training of the neural network and verify it for adequacy.

3. The final software implementation of a neural network system of support of decision-making efficiency of innovative projects.

Conclusion

 

The advantage of the proposed structure of decision-making support system with respect to the attractiveness of innovative projects over the classical counterparts is to transfer humans component (expert analyst) with a system output (resulting solution) on its input (consulting opinion) - the generation of the output is a block based on the mathematical formalism of neural networks .
