CONCEPTUAL FOUNDATIONS OF INDUCTIVE TECHNOLOGIES OF SYSTEM-ANALYTICAL RESEARCH IN THE PROBLEM OF INNOVATION DESIGN OF AN UNIFIED SYSTEMINFORMATION SYSTEM OF THE TIME SCALE NATIONAL DISSEMINATION

The computer systems and networks, which should ensure the exchange of digital data among numerous consumers, nowadays are the basic technologies in the process of transformation information society in the society of knowledge. Thus, the imperative requirement in the necessity of using the high-precision measurements of time and frequency, which is based on quality work and synchronization of technological processes in many areas of consumption, in particular such as telecommunications, metrology service, TV, information infrastructure of law enforcement agencies, energy systems, transport networks, etc.

As for today the existing in Ukraine technical means do not form a unified system and cannot still satisfy the claims of all consumers of all customers time-frequency information. That's why therefore arises the actual problem of innovative design of a unified information system (UIS) of national time scale distribution.

As the result of such problem solving, in our opinion, should become the innovative project, as the comprehensive document that would contain the coverage of major sections of the necessary works.

         It is known that the modern inductive technologies of system information-analytical research (ITSIAR) of innovative direction are intended to targeted search of new fundamental and applied knowledge, in a particular subject fields, for the formation of innovative-investment projects.

The article is devoted to clarification of conceptual principles of  ITSIAD application to solving the complex and unquestionably actual problem of innovative design of a unified information system of national time scale distribution. The work has a certain extent staging nature, but reflects the main aims and tasks that need to be addressed for getting the information foundation for resolving the total problems. One of the possible such information foundation in this article authors have been determined the innovative project as the comprehensive document which should include a system-analytical processing of the main sections of resolving of arisen technological problem.
