Abstract
OBJECT-ORIENTED METHOD INVESTMENT AND FINANCIAL EVALUATION OF PROMISING ELECTROTECHNOLOGIES IMPLEMENTATION IN THE FIELD RATIONAL WATER USE

The purpose of research – developing object-oriented methods of calculating the prospects of funding for sustainable environmental management in the field of water treatment, including using electrotechnologies.
A common problem that complicates the implementation of innovative technologies in the field of water management – the virtual absence of an effective mechanism of financing:
- Decisions on funding for public institutions accepted at budgets under the use of credit is limited;
- Small businesses do not have sufficient competences to attract financial resources and working with various financial institutions;
- The economic effect of environmental technologies is not always a pronounced economic effect, while the environmental impact is clear.
The essence of the problem is that water management technology to create value and forming financial results of the company do not accept - a "mediator". The challenge of technological solutions - supporting regulatory requirements for environmental safety and, if possible, implementation of schemes of reusing natural resources. Analysis of manufacturing facilities shows that the cost of wastewater treatment more than the intake (purification), but this proportion varies with substandard ivertion purification (fines) and reduction of fees for use of mineral resources (water reuse). Therefore, during study methodology to objectively accept the latest estimated figures equal.
The effect of the functional characteristics of the equipment in the financial and investment performance projects can be caused by:
- Penalties for poor quality water treatment;
- Overrun of resources (electricity, reagents, consumables).
Moreover, the focus is on electrical equipment that the degree of involvement in the electrotechnologies water treatment is 15-90%, with effective way to remove contaminants using the most electricity. Statistically determined that the electricity costs at wastewater purification high quality industrial facilities account for 5-20% of all the electricity costs of enterprises.
Therefore, taking into account production tests and theoretical developments, proposed to consider a universal criterion for assessing the efficiency of water treatment equipment electrotechnological. The sequence of decisions on promising projects include several stages, with an initial assessment will be just energy efficiency, such as compliance with the criteria will conduct further analysis of the project as sustainable site - eliminating the impact on economic performance penalties and overspending resources: evaluation of volume and quality of wastewater particular company (or project materials); calculation of costs, including energy, water and wastewater (from purification); the choice of using energy efficiency criteria and simulation (if necessary and conduct laboratory tests), complex electrical purification; calculation of the index of profitability implementation electrotechnologies with the implementation of water recycling. If necessary, an adjustment range of equipment and options - return to step 2.
Conclusion
Grounded and developed object-oriented methodology for assessing investment and financial perspective, using the index criteria of profitability and efficiency, should be used in the decision making regarding the funding of the implementation electrotechnological water treatment equipment - while economically expedient to implement closed loop water manufacturing plants that will reduce fees subsoil use and will allow tax exemptions.
