Imperatives of forming and progress of economy of aquiculture trend in Germany

Abstract

The article analyzes the experience of forming an economic mechanism for the development of aquaculture in Germany and outlines possible ways of its application in Ukraine.  Attention is paid to the economic data of edible production mussel. Thus, it has been established that in Germany there is a established traditional aquaculture sector, where most farms are small family farms. The development strategies, in particular the National Strategy for Aquaculture Development (National Strategy Plan Aquaculture, NASTAQ), highlight the socioeconomic need to support such farms as well, due to the fact that they are the foundations of the German fishery economy. In general, they correspond to local and sustainable demand for fish originating from local aquaculture. Extensive aquaculture also provides cultural and ecosystem services. The emphasis was placed on the possibilities of distinguishing progressive modernization tools of the existing system of data collection, transmission and distribution. Conclusion about the importance of increasing the volume of production and sales of niche crops was made. Directions of improvement measures for the effective operation of the organizational and economic mechanism of regulation of aquaculture to overcome stagnation in providing domestic fish originating from aquaculture in sufficient quantities and at an affordable price to the consumer are grounded. Proposed to create and implement the practical operation of the special fund to support fisheries and aquaculture. Among the measures the economic development of aquaculture in Ukraine based on the experience we have German singled review developments and legislative framework favorable to investment attractiveness of the industry and its modernization, development of aquaculture; improvement of financial and credit provision of aquaculture; implementation of measures for the proper functioning complexes for fish reproduction, ensuring that genetic research and expertise in fisheries and aquaculture, equipment and supplies, joint business of commercial cultivation in the Ukrainian water bodies and in recirculation aquaculture systems commercially attractive species of fish, shellfish, algae.
