Analytical evaluation of developed norms for greening of cities

Abstract

The changes made in the state building regulations concerning urban planning in the part of formation of green plantations (landscape and recreational zones) and their conformity to the concept of ecologically balanced urban development are analyzed. The research was conducted on the basis of a comparative analysis of the postulates set out in SBN-360-92 and newly developed SBN B.2.2-12: 2018 and SBN B.2.2-ХХ: 20ХХ "Planning and Building Territories" using the expert-analytical method. It has been established that significant changes have occurred in this field, which have both positive and negative consequences. In particular, efforts to combine landscape, recreational, nature conservation and eco-networks have led to a broad interpretation and blurred practical application of the classification of green spaces and their regulatory norms. Like previous, new building norms also do not provide for the introduction of a standard on the provision of all categories of green spaces (green space) of urban residents, as is common in most countries of the world and regulated by WHO standards. Separate provisions for the greenery of residential areas will facilitate further consolidated construction and reduce the number of green areas of restricted use. Part of the recommendations for innovative gardening methods has only a descriptive and questionable character. The mentioned disadvantages are the result of ignoring the cooperation with scientists of the forest, garden-park and nature protection profile.
