There were considered organisational and legal aspects of irrigated agriculture efficiency increasing in terms of soil and climate changes. In particular, outlining the vision of introduction of motivational mechanisms in order to preserve the fertility of irrigated land. There've been given directions of innovative development for effective organisation of farmland artificial humidification.
