Medical reform and introduction of a compulsory medical insurance
Abstract
Relevance – the need for reforming the financial provision of medical expenses has matured many years ago, because Ukraine's health financing has not reached the minimum recommended by the World Health Organization minimum 6% of GDP. Despite this, Ukrainian officials lacked the political will to conduct medical reform, which is impossible without making changes to the mechanism for financing medical services and improving their quality.
The goal is to identify the prospects for reforming medicine and introduce mandatory health insurance. Methods – to achieve the goal of the study at different stages, methods were used: comparison and theoretical generalization, analysis and synthesis, induction and deduction, historical and logical.
Results – from many models of financing medical expenses, medical insurance has been selected, which will not require the introduction of new taxes and will be able to guarantee the medical care that all citizens can receive.
Prospects – the world experience in the field of medical insurance testifies to the high efficiency of various models and systems of compulsory medical insurance. Medical reform in Ukraine should provide an opportunity to create a model for financing medical expenses that will protect citizens of Ukraine in case of illness, overcome corruption in the allocation of financial resources and in the provision of medical services.
