Evaluation of energy efficiency of higher education buildings on the basis of determining the basic level of energy consumption

Abstract

Abstract. The current economic situation of most countries, including Ukraine, as well as the problems of irrational energy use are relevant worldwide, and their solution is an integral part of sustainable development of society, combining environmental, economic and social components and forms the basic requirements for the use of energy resources. In the context of rising prices for fuel and energy resources, energy efficiency should become a key factor in ensuring competitiveness in all spheres of economic activity of Ukraine, and first of all - the budget sector to which higher education institutions (HEIs) belong.

Higher education institutions are considered to be sufficiently large consumers of energy resources. The specific consumption of energy per 1 m2 in the EIA of Ukraine is 2-4 times higher than the level of consumption in the countries of Western Europe, the USA and Canada. Costs for thermal energy (up to 70 %), electricity (up to 40 %), water supply and sanitation (up to 30 %) prevail.

Inefficient and irrational consumption of energy resources in the higher education system requires the development of integrated approaches and the creation of a holistic model of energy management of higher education institutions, the main components of which are energy management, energy audit, energy certification.

Determining the energy-saving potential based on the adopted common system of indicators is one of the conditions for sustainable socio-economic and logistical development of higher education institutions, which should increase the attention of the HEI managers to the problems related to improving the energy efficiency of existing buildings and utilities. High energy efficiency indicators should be not only an image component of each technical HL, but also a testament to the high scientific level of development. Therefore, the problem of energy efficiency should be a problem not only for the administrative and economic staff but also for the scientific staff of the HEA.

The urgent need to create an effective system for managing energy consumption and energy conservation in the education sector, the lack of development of theoretical and methodological approaches to assessing energy efficiency, on the one hand, and the importance of research results to ensure the sustainable development of higher education institutions and the country, on the other, testifies to the objective the need for further research into the above problem.
