Institutional support for electronic governance development in Ukraine

The introduction of electronic governance and its individual elements in the life of society, citizens, the state and business is defined as one of the main tasks of the state policy in most countries of the world, including Ukraine, which is reflected both in international documents and in the national legislative framework. At the same time, this process for a long time has remained unsystematic, inefficient, too bureaucratic and opaque, which contradicts the basic principles of electronic governance. In accordance with the national legislation, ministries are defined as bodies responsible for the formation and implementation of the state policy, and the Cabinet of Ministers of Ukraine – as a body that directs, coordinates and controls the activities of ministries. However, the existing mechanisms for directing and coordinating ministries, as well as the ability of ministries to formulate and implement electronic governance policy, need to be improved. In addition, the planning process for the Cabinet of Ministers of Ukraine is not properly coordinated with the budget process. Accordingly, draft government decisions often do not have proper financial and economic calculations and a forecast of the impact of the implementation of an act on the key interests of stakeholders. Also, the main problems of public administration in the field of electronic governance are: violation of the principle of personal responsibility for the implementation of tasks and the lack of a single effective coordination center for the development of electronic governance; competition of public authorities for influence on the sphere, duplication of their functions and tasks; inconsistency of organizational and legal mechanisms for the development of electronic governance.
