Genez of legislation on the protection of environment in the city (before declineing the independence of Ukraine)

The article deals with the peculiarities of the development of environmental legislation in the cities until the independence of Ukraine. It has been established that in different countries of the world such development began from the ancient times and related to the issues of waste management and noise effects. With the advent of industry and transport, the limits of legal regulation of the urban impact on the environment have considerably expanded. He began to include issues of protection of atmospheric air, waters, forests, etc. However, in fact, by the middle of the twentieth century, these issues were solved within the framework of sanitary legislation, and, therefore, concerned only the protection of human life and health. Only from the middle of the twentieth century the legal protection object in the cities becomes natural resources.
